In order to raise the contribution rate of scientific and technological advances,the transforation of scientific and technological achievements must be improved.In this paper the major factors which made difficult for the scientific and technological achievements to transform into productive forces upto date were analyzed,the causes and the wavs to deal withwere also discussed.
