Abstract: Based on the facing situation in rural infrastructure construction after the reform of rural taxes and administrative charges,the chance and challange were analyzed;the achievement and problems existing before and after the reform were pointed out;the basic consideration on infrastructure construction in post-period of the reform of rural texes and administrative changes were put formard,that is,taking a scientific concert in development,concerning with masses intervests,improving the facilitates of the rural traffic,information,education,energy,provision,drinking warter,flood control,disaster prevention through above analysis,the countermeasures to fasten the progress of rural infrastrueture construction were disccused in order to make a beneficial recycle between investment and profit in the rural infrastructive construction.
