Abstract: This paper introduces the "short-board principle" and the "quick-response theory" based on the existing model of promoting science and technology innovation.The factors involved in the research and development phase,demonstration and extension phase,industrialization stage,as well as the environment,that were included in the chain of scientific creativity are analyzed.Furthermore,the integrated capability,the bottlenecks,the time experienced by various sectors,the scope of promotion and extension,and the present and potential contributions to the local agricultural industry are assessed,As a result,a number of the critical factors and criteria for evaluation are presented.
